An update to the Pokémon UNITE Public Test website has confirmed that Zoroark and Sableye will be the next playable characters to join the Pokémon UNITE roster. They are joining the recently-announced Clefable in the latest Public Test.
The Public Test is a testing server restricted to players who are 16 years old or older in the Philippines, Indonesia, Thailand, Malaysia, Singapore, and India. Participants are able to complete surveys addressing bug fixes and balance changes. If they do so, they earn codes that they can then use to redeem in-game items.
Alongside the additions of Zoroark and Sableye, the latest Public Test includes experimental nerfs and buffs for a number of Pokémon. The developers are trying out balance changes of some kind for each of the following Pokémon:

Public Test dataminers have already uncovered the official artwork for Clefable, Zoroark and Sableye in Pokémon UNITE. In addition, the backgrounds of these images have revealed what class each of these characters will fall into. Clefable and Sableye will both be Supporters, while Zoroark will be a Speedster.

Zoroark will be the sixth Speedster in Pokémon UNITE. It will also be only the second Speedster outside of the base roster, following the recently-released Dodrio. Meanwhile, Clefable and Sableye will be the sixth and seventh Supporters, respectively, to join Pokémon UNITE.
The Pokémon Company has already confirmed that Clefable will become available on October 13. While the company has not yet revealed the release dates for Zoroark and Sableye, the game has historically added at least one new character per month. As a result, it is likely that all of these characters will make their way to Pokémon UNITE before the end of the year.
